The fence which separates our backyard from our neighbors yard caught on fire. In addition to the adjoining fence, we both had storage units which were also destroyed. The Fire Department had determined that the fire originated on my neighbor’s property, but is unclear as to how/what started it. Who is liable for damages?

If the fire started on your neighbor’s properpty, your neighbor is liable.
