Should the US Government bail out those that do not carry insurance?

Question by E. Paul S: Should the US Government bail out those that do not carry insurance?
I carried “Renters Insurance” when I rented, and since I have purchased two homes, I carry as much full coverage insurance I can. So, I am spending a lot of money for insurance coverage, but those that do not seem to get more help, more money, more food, more stuff than I would.

So why should I not just quit carrying insurance and let good ole’ “Uncle Sam” fit the bill?
The freebies given out during disasters. Red Cross Gift Cards (2 teenagers illegally gave them to friends (VISA Cards), free food, free water, free FEMA trailers which by the way are hooked to free utilities. Extra money in living expenses. The same things that I “pay for” under my insurance, others get for free from the US Government.
TO NEWJERS:

There are people from Katrina living in Houston and FEMA is still paying their rent? Don’t you think that is enough time to get back on their feet, find a job in the 4th largest city in the US and pay their own rent?

Exactly what bailouts are you referring to?

Edit: The Red Cross is not Uncle Sam, it is a private organization. Regarding New Orleans, there has been no wholesale “bailout” to rebuild everyone’s house – look at the block after block of abandoned houses remaining. There WAS a lot of aid (the trailers, vouchers, etc.) for temporary living expenses due to the sheer size of the disaster.
